Motion of the Second Chamber adopted with Palga
On October 5th, Joba van den Berg, Member of the Second Chamber, already mentioned Palga as an example of national infrastructure for healthcare and science. This was to be followed up with a new motion, and it has since been adopted. In November, the Directorate of Information Policy CIO of VWS started working on this. We are very proud to be the example for data availability in the Netherlands.
The motion reads as follows:
Various initiatives, such as Health RI, NFU, VZVZ (with LSP), and Twiin-Nuts, aim to improve infrastructure, connections, and data availability in healthcare. However, more use can be made of objective assessment to prevent unnecessary costs. To quickly establish a solid national network, the government requests:
- All mentioned organizations work from a single goal architecture and abandon the not-invented-here syndrome.
- Relevant suppliers are involved in a timely manner so that solutions are feasible.
- Future data exchange infrastructure is created based on end-to-end encryption in accordance with the amendment Hijink-Van den Berg (Wegiz 35824 No. 22).
- Proof of concepts such as Palga and/or Cumuluz for working with source data and consistently nationally structured recording as a basis for applying the self-learning healthcare system.
- Responsibility for registration and data quality lies locally with the inputter.
- Data minimization and purpose binding are guiding principles.
- This data is applicable independent of specific ICT applications. And urgently develop amendments Van den Berg-Hijink No. 25 and amendment Van den Berg No. 44 (from the Wegiz 35824) to address the market power of ICT suppliers.
The KPMG study of June 2023 underscores the need for electronic data exchange for good and safe care, as emphasized in the Integral Care Agreement.
